Yes, he announced a U.S. Department of Energy entrepreneur-in-residence (EIR) program in conjunction with leading American VCs (see New U.S. DOE program links VCs and researchers) at the Cleantech Forum XVI in San Francisco.

But U.S. Assistant Secretary for Energy Efficiency and Renewable Energy Alexander ("Andy") Karsner had more to say to a crowd of nearly 1,000.

In this excerpt from a longer speech, Karsner acknowledged that scaling clean technology initiatives to meaningful levels was the biggest challenge the sector faced. He also detailed a $38.5 billion U.S. government appropriation earmarked for renewables that was "gathering dust."
