To say that "it takes a lot more water to move a more fuel efficient car or a more electric based car than to move an internal combustion engine car" is pure nonsense; even if based on the assumption that "Thirty percent of all energy in California is used move water around." What's the connection? How can you even make such a comment without providing any information to support it with?
