Is he insane? Darpanet was built under contract by 3 vendors in a vacuum tube. No such standards body from IEEE to IETF to GridWise ever heard of or spoken about could have done what was done. It damn near crumbled under the weight of IANA and IETF before it got off the ground by comparison to today's "...success we've had with the web...". Clearly he wasn't there so the use of the word 'we' could be seen as liberally applied.
